Low voltage wiring refers to wiring for your phone, cable outlets, alarm system and any stereo speaker wire you are running in your home.
Many home builders only put a set number of phone outlets in your house and then charge an additional amount to add extra lines. This should probably help you out in determining how many you need and where to place them.
Out of the gate, you probably need fewer than you think. Phone lines are going somewhat by the wayside since more and more people use their cell phone as their primary line and their high speed Internet comes in through the cable. The recent introduction of telephone service via your cable modem is also another strike against traditional phone lines. Bedrooms and your kitchen are probably the only places you truly need a phone line. Anywhere else is pretty much unnecessary.
The reason for the bedrooms stem from security needs. In the event that a person of less than good intentions enters your house at say, 3 in the morning. You want to have a hard-wired phone to dial 911. The police cannot trace your cell phone as easily and so you want to have that bedside phone at the ready.
Many users may also opt for DSL high speed Internet which does require a single optimized phone outlet for this purpose. With so many people setting up their own wireless networks in their homes, the location of this one phone outlet should be some place where you might keep your modem and wireless router. I prefer to keep my wireless router and modem hidden away in order to keep my computer desk free of clutter. I would even consider installing this outlet in a closet with a power outlet in order to just keep it out of site.
There is one other area that you might want to consider adding a phone line and that is in your garage or workshop area. Having a phone at the ready in your workshop or garage makes sense if you do a great deal of work there but of course, this is simply a personal preference.
Low voltage wiring outlets can add up and you may never even use them so think it through before you start adding phone lines to every single room in your house.
